The Finance Department continues to make significant
improvements in its service to our Member Clinics through
financial support, accounting and billing advisory services
and strengthening of Member Clinic internal accounting
control systems.
One major accomplishment has been the dramatic reduction in
the time it takes to get program payments to the Clinics,
from over 100 days in 2004 down to six days currently.
We are now able to pay the Clinics immediately upon receipt
of their monthly invoices and receipt of funds from the
County with limited waiting time.
We engaged billing experts to provide technical and
practical guidance to Clinics in all areas of billing,
accounts receivable control and claims processing. The
Clinics experienced a much higher cash flow, fewer claim
denials and enhanced revenue from this Billing Assistance
Program.
Accounting systems, internal controls and policies &
procedures have been reviewed by an independent CPA, engaged
to visit each clinic to address their particular needs in
these areas. We verify adherence to generally
accepted accounting principles, assuring strong internal
control systems and providing recommendations in areas where
a Clinic can improve their overall operating performance.
The ultimate objective is to direct more funds to patient
services through reductions in administrative service costs.

The IT Department
provides basic computer and network support for 12 clinic
members. This support is a combination of “on-call” service,
routine maintenance, and emergency service (including
after-hours). Additionally, the Coalition continues to support
CCPro, a custom practice management system in use by 8 clinics. CCPro is undergoing a re-engineering effort, transforming into
a new product called CCPro.net, that will drastically improve
the functionality in the areas of data warehousing, EDI,
security, and disaster recovery. Live rollout of CCPro.net to
the clinics began in 2007, and the architecture of the program
is scheduled to be completed by the end of 2008.

| Quality Management |

The Quality Improvement Goal for our Strategic Plan was
developed by the Clinic members in cooperation with the Quality
committee and approved by our Board of Directors in November
2008. The frameworks for these initiatives are being developed
as hallmarks for quality and safety as part of the overarching
organizational level of coordinated clinical and systematic
improvements in service delivery and clinic operations for
quality improvement.

| Member Support |

The Coalition continues to update clinic members on legislative
measures and policies that affect the healthcare safety net in
Orange County. The organization worked with the County Health
Care Agency (HCA) to develop
new contracts for the Medical Services for Indigents (MSI)
program in which 12 of our member clinics participate.
Healthcare Coverage Initiative funds ($50 million over three
years) received in 2007 allowed for a significant expansion of
the MSI program. Funds also supported the development of
ClinicConnect and ER Connect to facilitate the case management
of MSI patients. Technical assistance and/or trainings were
provided to member clinics in areas such as budget preparation,
grant cost reporting, MSI program coverage and operations. In
addition, education and training continue to be provided for
those clinics interested in pursuing FQHC status.
